I. INTRODUCTION
A disaster or any emergency may severely damage local civil transportation infrastructure. Most County transportation activities will be hindered by damaged roads, bridges, and disrupted communications. Responses which require transportation assets will be coordinated by ESF-1 during the immediate post-disaster period. Greenwood County emergency responsibility will primarily include route assessment and the allocation and prioritization of county transportation assets to include coordination with SCDOT, processing all transportation requests from county agencies and local governments. Further, ESF-1 will acquire and coordinate use of air, rail, and water transportation assets and provide transportation damage assessment information. In taking steps in activation of the EOC, the EOC Manager will determine whether the DNR and CAP needs to have a liaison present at start up of the EOC. Any request for resources from these organizations will be coordinated with State EOC ESF 1. Specific responsibilities of DNR and CAP listed in Section V. H. and V. K of this annex.
II. MISSION
To provide for transportation assets and infrastructure essential to support emergency response and to provide public transportation to temporarily replace or augment services affected in a disaster area.
III. CONCEPT OF OPERATIONS
A. The Greenwood County Schools Bus Director is responsible for the coordination of all ESF-1 administrative, management, planning, training, preparedness, mitigation, response, and recovery activities to include developing, coordinating and maintaining the ESF-1 SOP. All ESF-1 supporting agencies will assist in the planning and execution of the above. All ESF-1 personnel will be trained on the principles of the National Incident Management System (NIMS) to the 300 level courses and integrate those principles into all ESF-1 planning and response operations. Level of training is set annually by the State and ESF-1 Primary is responsible to insure all personnel meet these training requirements
B. Coordination with all supporting and other appropriate departments/agencies and organizations will be performed to ensure continual operational readiness.
C. Greenwood County School Bus Director is responsible for the execution of all emergency transportation services necessary to support the emergency operations of County and Municipal agencies.
D. ESF-1, in coordination with the State government and the transportation industry, will provide necessary equipment, facilities and personnel in response to emergency requirements. All intra-county transportation available for emergency management purposes will be subject to the control of the Bus Director with the following exceptions:
1. Transportation required for military, state, and federal personnel or supplies.
2. State or federally controlled or operated vessels, trains, vehicles or aircraft, bridges, and the waterway unless specifically made available.
3. Commercial or scheduled air carriers (interstate carriers).
E. The process of furnishing transportation services during a disaster situation involves two series of actions. First, essential immediate transportation needs are identified and actions are taken to provide for these needs. Second, as soon as possible, future continuing needs for transportation service and expected future transportation capabilities are estimated. Decisions are then made and actions taken to direct these expected future capabilities to meet the needs considered most essential. Priority will be given to restoring transportation infrastructure (roads, routes, rail, and channels) supporting mobilization sites, distribution points, staging areas, post-impact evacuations, and medical facilities. Refer to the SOP on ESF-1 for current model of prioritizing transportation infrastructure.
F. In coordination with, and in support of, the County Damage Assessment Team, ESF-1 will assess the situation (both pre- and post-event), and in coordination with local emergency management officials, develop strategies to respond to the emergency.
IV. ESF ACTIONS
The emergency operations necessary for the performance of this function include but are not limited to:
A. Preparedness
1. Maintain current inventories of County transportation facilities, supplies, and equipment by mode.
2. Maintain current resource directories of all commercial and industrial transportation assets, facilities, and supplies within the county to include maintaining points of contact, their geographic locations, territories, and operating areas.
3. Establish and maintain liaison with the state transportation officials.
4. Plan for supporting all types of evacuation(s) to include suspension of state highway construction and maintenance, lane reversal on evacuation routes, and State Department of Public Safety/Highway Patrol traffic management plans and operations.
5. Estimate logistical requirements (e.g., personnel, supplies and equipment, facilities, and communications) during the planning process and through exercises. Develop appropriate transportation packages to support likely scenarios.
6. Identify and train the other supporting agency personnel, as required, to staff the Greenwood County Emergency Operations Center (EOC) and the County Damage Assessment Team (CDAT) for determining requirements and for developing plans for an immediate County response.
7. Participate in exercises and conduct, at least annually, an ESF-1 exercise to validate this annex and supporting Standard Operating Procedures (SOPs).
8. Develop and maintain electronic and paper maps of road closures (including potential closures), evacuation routes, and damaged bridges to display in the EOC and on the County website. Coordinate with County GIS to insure information can be disseminated.
9. Annually review the State EOP & Department of Homeland Security Universal Task List and integrate tasks as appropriate.
10. Ensure all ESF-1 personnel integrate NIMS principles in all planning. All ESF personnel will complete all required NIMS training.
11. Provide changes to ESF-1 Plan and SOPs to Greenwood County Emergency Preparedness Office when updated. Meet with Greenwood County Emergency Preparedness Manager annually to discuss ESF-1 issues.
B. Response
1. Identify transportation needs required to respond to the emergency.
2. Plan for transportation support of mobilization sites, staging areas, and distribution points.
3. Identify, obtain, prioritize and allocate available transportation resources.
4. Report the locations of damage to transportation infrastructure, degree of damage, and other available information to ESF-5 and USDOT.
5. Establish communications with the State ESF 1 to coordinate transportation required beyond the county's capability.
6. Assist municipal governments in determining the most viable, available transportation networks to, from, and within the disaster area, and regulate the use of such networks as appropriate.
7. Coordinate emergency information for public release through ESF 15, Public Information.
C. Recovery
1. Continue to render transportation support when and where required as long as emergency conditions exist.
2. Coordinate the repair and restoration of transportation infrastructure with the assistance of County and State ESF-3 to include debris removal.
3. Evaluate and task the transportation support requests for impacted areas.
4. Anticipate, plan for, and prepare the necessary notification systems to support damage assessment teams, establishment of staging areas, distribution sites, a Joint Field Office (JFO), Disaster Recovery Center (DRC), Joint Information Center (JICs) and other local, state, and federal recovery facilities in the impacted area. NOTE: Joint Field Office (JFO) is a temporary federal facility established locally to provide a central point for federal state, local executives with responsibility for incident oversight, directions and/or assistance)
5. Anticipate, plan for, and prepare the necessary notification systems to support the deployment of state and mutual aid teams, and other state and/or federal emergency work teams and activities in the impacted area.
6. Anticipate and plan for arrival of and coordination with SEOC ESF-1 personnel in the EOC and the Joint Field Office (JFO).
7. Ensure that ESF-1 team members or their agencies maintain appropriate records of manpower used, length transportation assets used, mileage, and equipment costs incurred during the event.
8. Anticipate, evaluate, and respond to all requests for temporary infrastructure restrictions, including flight restrictions according to established procedures.
D. Mitigation
1. Support and plan for mitigation measures.
2. Support requests and directives resulting from the County Council, County Manager and/or County Sheriff concerning mitigation and/or re-development activities.
3. Document matters that may be needed for inclusion in EOC or state/federal briefings, situation reports and action plans.
V. RESPONSIBILITIES
A. General. On order, staff ESF-1 in the EOC. Be prepared to maintain a 24/7 presences. Each position will have a primary and alternate assigned and trained.
All ESF-1 primary and support agencies must maintain inventories and procedures to obtain the following transportation assets:
1. Buses of various types and sizes, with drivers, including non-emergency patient transportation carriers, to be used for evacuations and other transportation missions.
2. Passenger and utility vans of various types and sizes, with and without drivers, including non-emergency patient transportation carriers, to be used for evacuation and other transportation missions.
3. Trucks and/or trailers of various types, sizes, and combinations with drivers/operators to be used for various transportation missions.
4. Aircraft, aircrews, and ground and operations personnel and communications for transportation of emergency officials, personnel, light-load cargo, and for various aerial surveillance and reconnaissance flights.
5. Boats of various types and sizes, powered and non-powered, for various transportation missions.
6. Cars of various sizes to be used for various transportation missions.
7. Vehicle repair facilities and County Garage, equipment and personnel to be used for repairs to various types of emergency vehicles.
8. Fleet parking and storage areas to be used for the staging, parking, and storage of various types of emergency vehicles.
9. Locomotives, rail lines, and hi-rail cars.
10. Parking and storage areas to be used for staging, categorizing, storing and distributing resources in coordination with ESF-7 throughout the county.
11. Material handling equipment, including forklifts.
B. District 50 School Bus Director
1. Identify, train, and assign personnel to staff ESF-1 in the EOC.
2. Notify all ESF-1 supporting agencies upon activation.
3. Provide all transportation assets listed in paragraph V. A.1 thru A.3 and V. A.6 thru A.10 above.
4. Monitor status of all road networks and provide continuous updates to EOC.
5. Assist EOC and Public Safety Commander with the development of evacuation routes to include physical identification of routes.
6. Provide required barrier material, signage, and manpower to support evacuation operations.
7. Conduct route reconnaissance to ensure structural integrity of road network; suspend and clear all construction along evacuation routes. Coordinate these efforts with SCDOT and ESF-3.
8. Maintain list of bridges requiring repair and coordinate with SCDOT regarding road closure during emergency situations.
9. Provide EOC and EOC-deployed teams with GIS mapping for all modes of transportation. GIS mapping assistance will be provided by the EOC GIS Liaison.
10. For all EOC activations involving evacuation/re-entry activities coordinate with SCDOT to obtain technical assistance, and operational guidance. If necessary obtain their physical presence at the EOC.
C. County Public Works and Municipal of Greenwood Public Works Department
1. In coordination with School District 50 Bus Director, identify, train, and assign personnel to maintain contact with and prepare to execute missions in support of ESF-1 during periods of activation.
2. Be prepared to coordinate the removal of debris from roadways and important infrastructure
3. Monitor status of all facilities in paragraph V.1 above and provide regular updates to EOC.
4. Assist with transportation route reconnaissance.
D. County Airport Director
1. Maintain database of all known civil aviation assets to include privately owned aircraft within the county.
2. Identify and maintain lists of all public and private airports, heliports, and hospital heli-stop data including location, elevation, navigation and communications aids, runways, maximum aircraft size and weight, aviation fuel availability, and owner-operator points of contact within the county.
3. Evaluate and coordinate requests for temporary flight restrictions, including low-level flights, with the Federal Aviation Agency.
4. Assess airport damage, report to the EOC, and assist in restoration of airports.
5. Coordinate or and provide all available transportation assets listed in paragraph A4 above.
E. County Sheriff=s Office, Greenwood, Ninety Six, and Ware Shoals Police Departments
Provide all available transportation assets when requested and not involved in law enforcement missions. Assist with traffic control and management.
F. County Detention Center
1. Identify, train, and assign personnel to provide liaison with the ESF-1 staff in the EOC.
2. Provide all available transportation assets when requested that are not involved in detention support.
3. Provide transportation to local inmates to alternate correctional facilities, if necessary
4. Provide personnel and equipment for debris clearance. Coordinate equipment
needs with ESF-1 staff at the EOC.
G. County Purchasing Agent and County Treasurer
1. Identify, train, and assign personnel to staff ESF-1 in the EOC.
2. Provide necessary support to purchase, rent or procure equipment to support disaster missions.
H. SC Department of Natural Resources
State Department of Natural Resources must be prepared to provide the following coordinated support during disaster operations in Greenwood County. Request for support will be generated by Greenwood County EOC (ESF-1) to the State EOC.
1. Natural Resources Law Enforcement Division
a. Identify, train, and assign personnel to maintain liaison with and prepare to execute missions in support of ESF-1 during periods of activation of Greenwood County EOC.
b. Report maritime traffic conditions and waterway status of Lake Greenwood to ESF-1 on a continuous basis.
2. Land, Water, and Conservation Division
a. Identify, train, and assign personnel to maintain liaison with and prepare to execute missions in support of ESF-1 during periods of activation of Greenwood County EOC.
b. Communicate and coordinate with NWS, USACE, and other weather and river forecasting and monitoring organizations, to develop status reports on waterways, river and dam levels, and the potential or actual impact on Greenwood County regarding transportation infrastructure.
3. Marine Resources Division
a. Identify, train, and assign personnel to maintain liaison with and prepare to execute missions in support of ESF-1 during periods of activation of Greenwood County EOC.
b. Report maritime traffic conditions and waterway status on Lake Greenwood that affect Greenwood County to ESF-1 on a continuous basis.
I. County Public Safety Commander
1. Provide expertise, contact with, and prepare to execute missions in support of ESF-1 during periods of activation of the EOC.
2. Assist with transportation route reconnaissance.
J. County GIS
Identify, train, and assign personnel to maintain liaison with and prepare to execute missions in support of ESF-1 during periods of activation of Greenwood County EOC.
K. Civil Air Patrol
1. Identify, train and assign Civil Air Patrol (CAP) personnel to maintain contact with and prepare to execute missions in support of ESF-1 during periods of activation. On order, provide liaison staffing to Greenwood County EOC.
VI. STATE AND FEDERAL INTERFACE
A. This annex is supported by the State Emergency Operations Plan and the National Response Plan. ESF-1, Transportation Services, provides transportation assistance to local and municipal governments during and following an incident in South Carolina or an event of national significance.
B. State and Federal transportation assistance provided by ESF-1 includes but is not limited to:
1. Processing and overall coordination of requests for federal and civil transportation support.
2. Assessing damage to the transportation infrastructure, analyzing the effects of the disaster on the regional and national transportation system, and developing appropriate responses.
3. Coordinating alternate transportation services, such as mass transit systems, to temporarily replace system lose due to disaster damage.
4. Coordinating the recovery and restoration of the transportation infrastructure.
5. Performing activities conducted under the direct authority of Department of Transportation elements such as air, maritime, surface, rail, and pipelines.
6. Coordinating and supporting preparedness/prevention/mitigation among transportation stakeholders at the state and local levels.
7. Supporting ESF-8, Public Health and Medical Services Annex, for casualty/patient and evacuee movement.
C. Direction of the ESF-1 mission in the disaster area is provided by the DOT Regional Emergency Transportation Coordinator (RETCO). The RETCO will activate those elements of the regional ESF-1 response organization required to meet the demands of the disaster, including ESF representatives to the Regional Operations Center (ROC), and the Emergency Response Team (ERT), and field Mobility Control Center (MCC).
D. Greenwood County ESF-1 personnel will be familiar with the State Emergency Operations Plan and the National Response Plan (NRP) and the corresponding annex with State counterpart concepts, actions and responsibilities. This familiarization will include but not be limited to the make up, functions and responsibilities of a Emergency Response Team B Advanced Element (ERT-A), Interagency Incident Management Groups (IIMG) and the Joint Field Office (JFO).
E. Greenwood County ESF-1 will coordinate with State ESF-1 to obtain State and Federal assistance as required.
